This time, we’re going to take a quick look—a Lawgical light look—at the legalities of, believe it or not, feeding stray cats, or more specifically, stray animals here in Dubai. It’s something we’ve only really talked about in between recordings, and you mentioned to me that it is, in fact, illegal. Am I right in saying that feeding a stray animal in Dubai is prohibited?

That is correct, and I know it may come as a surprise to many. As far as Dubai is concerned, there is a circular issued by Dubai Municipality, which is fairly recent. It was released in August 2020 and references an earlier local order, Number 11 of 2003, which originally set out penalties for feeding stray animals. While the 2003 order laid the groundwork, this recent circular reinforces the prohibition and remains very much in effect.

So the basis is a circular from 2020 that refers to a regulation from 2003. The circular specifically mentions birds such as crows and pigeons and stray animals like cats and dogs. Would it extend to other animals, like an escaped rabbit or hamster?

Yes, the language of the circular is fairly clear. It states that feeding birds such as crows and pigeons, as well as stray animals like cats and dogs, is prohibited. The prohibition is unequivocal and intended to safeguard public health and community safety. The authorities view the act of feeding stray animals as counterproductive, as it creates a favorable environment for pests and the spread of diseases.

That’s interesting. Animal lovers might argue that stray animals should be cared for if it’s possible. Unfortunately, not everyone looks after their pets. So, if someone comes across a stray animal—let’s say a pet that seems lost or abandoned—what would be the best course of action?
Ludmila Yamalova
The authorities encourage residents to report stray animals to the relevant bodies rather than feeding them. Dubai has numerous adoption centers, clinics, and foster arrangements that can take in these animals. These initiatives ensure the animals are not only fed but also vaccinated, treated, and ultimately rehomed. The focus is on finding a sustainable solution for the animals and the community.

Since feeding stray animals is prohibited, is there any record of legal action being taken against someone for doing it?
Ludmila Yamalova
Not that I’m aware of, but the circular does state that violations will lead to legal action. Furthermore, it invites residents to report complaints about stray animals to Dubai Municipality by calling 800-900. While enforcement may not be widespread, the circular remains a legal document that has not been explicitly revoked, making it effective and binding.

So the message is clear: don’t feed stray animals. Instead, report them to the authorities. That number again is 800-900.

Exactly, Tim. While the current practice of feeding and caring for stray animals is often done in public view, it’s important to know that the law is unequivocal on this matter. Reporting stray animals ensures they are cared for in a manner that protects public health and safety.
